I have an example repository that builds sqlite3 as a static library: https://github.com/cawka/sqlite3-android. I think it can be trivially adapted to be part of prebuild library (with a few of scripts).

Yes, we've already built it using that repository as an example. We just need integrate it into NDK package - ticket will be closed as soon as we'll have it packaged as part of our CI process.
